FIRST PHASE OF CAP REFORM CONSULTATION DRAWING TO A CLOSE
The first phase of the CAP reform consultation process, covering the main implementation options to be deployed in Northern Ireland, will end on Friday 16 January 2004. DARD would like to encourage all those intending to input to this process to make their responses to the Department by this date.
This consultation, which commenced on 12 September 2004, considers:
(a) the extent of decoupling - covering the partial decoupling options within the beef, sheep and arable sectors;
(b) the timing of decoupling in the dairy sector - i.e. 2005 or 2007;
(c) the model of decoupling - either historic claims based, area based, a hybrid of the two, or a phased approach;
(d) the possible use of national envelopes - within individual sectors or across all sectors, the uses to which a national envelope might be put and the extent of the envelope;
(e) the possible use of the additional Rural Development Regulation options - covering animal welfare, meeting standards and food quality.
DARD would also like to stress that no decisions have been taken on any of these issues at this point and that all options remain on the table.
